Independent Reviewing Officer (IRO) – Liverpool Council

About the role

The Independent Reviewing Officer (IRO) provides an independent voice for looked‑after children in Liverpool, ensuring their care plans are robust, timely and truly reflect their wishes. Working closely with the council, social workers and external partners, the IRO safeguards children’s rights and drives continuous improvement across services.

Key responsibilities

• Chair Looked After Children (LAC) reviews, child protection conferences, strategy meetings and secure accommodation reviews.
• Ensure care plans are based on up‑to‑date assessments, set clear timescales and assign responsibility for each objective.
• Oversee production, distribution and regular updating of child protection plans.
• Audit and quality‑assure case files to minimise risk and maintain best practice.
• Lead investigations into safeguarding concerns, placement instability or child sexual exploitation risks.
• Consult directly with children and young people to ensure their views shape care plans.
• Challenge social work teams or partner agencies when care planning drifts or gaps are identified.
• Build strong relationships with education, health, police and CAFCASS to deliver integrated care.
• Implement formal dispute‑resolution processes when statutory duties are not met.

Required profile

• Registered with Social Work England and holding a recognised social work qualification.
• Clear DBS check.
• Minimum three years of permanent experience within a local authority social services team.
• Demonstrated ability to work independently, confidently and with authority.
