Interim Capital Programme Manager

About the role

We are seeking an Interim Capital Programme Manager to lead a portfolio of high‑profile town centre and economic regeneration projects for a local authority in Essex. Working within the Asset Management team, you will drive place‑making and commercial regeneration initiatives, focusing on leisure and retail developments.

Key responsibilities

• Provide strategic leadership for regeneration and development programmes.
• Lead delivery of key commercial regeneration schemes, including leisure and retail projects.
• Oversee feasibility studies, business case development, procurement and delivery of major projects.
• Manage complex stakeholder relationships with elected Members, senior officers and developers.
• Ensure projects are commercially viable and aligned with wider economic growth objectives.

Required profile

• Proven track‑record delivering commercial regeneration projects, ideally in retail and leisure.
• Experience managing complex development schemes from concept to completion.
• Strong political awareness and experience working with elected Members.
• Valid driving licence and access to a vehicle.
