Interim Operational Lead – RPEEPs & PCFRAs

About the role

Southwark Council is seeking an experienced Interim Operational Lead to manage the delivery of Person Centred Fire Risk Assessments (PCFRAs) and Residential Personal Emergency Evacuation Plans (RPEEPs) across its housing portfolio. The role combines field work in residents' flats with two flexible office days per week at SE1 2QH.

Key responsibilities

• Lead end‑to‑end delivery of PCFRAs and RPEEPs, ensuring compliance with the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025.
• Manage the full lifecycle of assessments, technical reviews, implementation, and post‑installation checks of life‑safety measures.
• Maintain audit‑ready documentation and robust quality‑assurance processes.
• Collaborate with Building Safety Managers, Fire Risk Assessors, housing teams and the London Fire Brigade.
• Provide expert technical guidance and resolve complex fire‑safety cases.

Required profile

• Proven experience delivering Person Centred Fire Risk Assessments in residential settings.
• Strong technical understanding of fire safety in multi‑dwelling buildings.
• Ability to lead operational delivery, manage risk and ensure legislative compliance.
• Excellent stakeholder engagement and communication skills.
• Holds a recognised fire safety technical qualification.
