Interim Part‑Time Payroll Specialist

About the role

This is a temporary, part‑time position supporting a payroll transformation scheduled for September 2026. The role will provide operational oversight of two payrolls covering roughly 300 employees while the organisation moves to an in‑house model.

Key responsibilities

• Manage end‑to‑end payroll processes, ensuring monthly timelines are met (payroll reporting cycle, pay runs, and pay‑day deadlines).
• Review and document existing payroll procedures, flagging risks and recommending simplifications.
• Introduce improved controls to replace manual, spreadsheet‑driven activities.
• Support the implementation and go‑live of the new payroll system in September 2026.
• Assist the transition from an outsourced to an in‑house payroll operating model, ensuring knowledge transfer.
• Oversee P11D and benefits administration, moving appropriate benefits onto the payroll.
• Manage pension administration for LGPS and TPS, coordinating with external providers.
• Identify compliance risks and ensure alignment with HMRC and pension scheme regulations.
• Provide recommendations for long‑term payroll operating models and process improvements.

Required profile

• Extensive experience in payroll management or senior payroll administration.
• Proven track record supporting payroll system implementations, migrations, or transformations.
• Strong understanding of UK payroll legislation and HMRC requirements.
• Experience handling payrolls in complex or public‑sector environments.
• Knowledge of Local Government Pension Scheme (LGPS) and Teachers' Pension Scheme (TPS).
• Ability to stabilise payroll operations during organisational change with minimal supervision.
