Interim Strategic Commissioner – Prevention & Carers

About the role

This is a three‑month interim position within an Adult Social Care Strategic Commissioning team. The role is hybrid, based in Berkshire, and operates inside IR35. You will lead the development of a Prevention strategy and an All‑Age Carers strategy to improve health, wellbeing and independence for residents.

Key responsibilities

• Lead the creation of a Prevention strategy, aligning priorities across council departments, ICB commissioners and voluntary organisations.
• Collaborate with housing, public health and other partners to co‑produce the All‑Age Carers strategy.
• Manage demand and strengthen voluntary sector involvement in prevention initiatives.
• Measure impact of early‑intervention efforts and optimise use of external funding streams.
• Identify and support unpaid carers, ensuring they receive appropriate sign‑posting and health resources.

Required profile

• Proven experience working with the VCSE sector in a commissioning or partnership capacity.
• Extensive strategic commissioning experience in Adult Social Care, with knowledge of preventative responsibilities and VCSE funding.
• Strong communication, negotiation and stakeholder‑engagement abilities.
• Collaborative, innovative mindset and systems‑thinking approach.
