Operational Support Manager

About the role

We are looking for an Operational Support Manager to lead the day‑to‑day delivery of our parking enforcement contract for Reading Borough Council. You will provide strong leadership to enforcement teams, manage the operational and ANPR review teams, and ensure service standards, SLAs and KPIs are consistently met.

Key responsibilities

• Own operational service delivery, monitoring performance against SLAs, KPIs and contractual obligations.
• Lead and develop the operational management and ANPR review teams, handling objectives, performance, attendance and the full employee lifecycle.
• Manage infrastructure and resources, including IT equipment, vehicle fleet, office supplies and uniforms.
• Control costs for consumables, payroll and fleet, and oversee Health & Safety compliance for office and field staff.
• Identify and mitigate operational risks, creating processes to ensure continuity of service.
• Act as primary point of contact for the client, delivering a positive experience and maintaining a trusted partnership.

Required profile

• Proven experience in operational management within a regulated service environment.
• Strong leadership and people‑management skills, with the ability to motivate and develop teams.
• Excellent analytical and problem‑solving abilities, focused on risk mitigation and continuous improvement.
• Demonstrated ability to manage budgets, resources and health & safety protocols.

Required skills

• Experience with ANPR (Automatic Number Plate Recognition) systems.
• Familiarity with fleet management and operational logistics.
