Principal Development Officer – Planning Control

About the role

The Council is looking for a Principal Development Officer to lead its Planning Control Section. You will provide senior professional support, ensure statutory compliance and help shape the service’s reputation both internally and externally.

Key responsibilities

• Support and review the management of the Planning Control service against the Council’s competency model.
• Ensure decisions and advice on planning applications, enforcement and sustainable development meet legislation and standards.
• Prepare and review planning documents, statements for appeals and attend inquiries or hearings.
• Manage day‑to‑day staff operations, including recruitment, training and disciplinary procedures.
• Develop performance indicators, service‑improvement plans and monitor section performance.
• Build effective relationships with key stakeholders and deputise for the Development Manager when required.
• Utilise ICT and GIS systems to enhance service delivery.

Required profile

• Advanced knowledge of planning matters with the ability to give high‑level advice.
• Experience handling complex planning issues, enforcement and pre‑application advice.
• Strong analytical ability for technical planning challenges.
• Excellent presentation skills for planning committee meetings.
• Understanding of local‑government political sensitivities and decision‑making processes.
• Leadership experience in managing and developing staff.
• Degree or Diploma in Town Planning or related discipline, eligible for RTPI membership.
