Principal Economist – Rail Regulation

About the role

The Office of Rail and Road (ORR) is seeking a Principal Economist to lead rigorous economic analysis that underpins policy development and decision‑making for the UK rail and road sectors. This senior position will shape the emerging regulatory framework following the creation of Great British Railways and support the transformation programme aimed at delivering an agile, inclusive regulator.

Key responsibilities

• Provide high‑level economic analysis on charges, financial incentives and performance metrics for train operators.
• Support the design and evaluation of regulatory reforms and policy proposals.
• Collaborate with senior decision‑makers, industry experts and policy makers across ORR.
• Assess the economic impact of changes to track, station or depot access.
• Contribute to the development of the rail sector’s strategic agenda and broader government regulatory reforms.

Required profile

• Extensive experience in economic research, preferably within transport, infrastructure or public policy.
• Proven ability to translate complex economic concepts into actionable policy advice.
• Strong analytical, quantitative and communication skills.
• Track record of influencing senior stakeholders and shaping regulatory outcomes.

Required skills

• Advanced economic modelling and statistical analysis.
• Familiarity with rail and road regulatory frameworks.
• Experience with cost‑benefit analysis and impact assessment.
