Procurement Business Partner – Strategic Procurement Lead

About the role

The Liverpool City Council is looking for an experienced, strategically‑minded Procurement Business Partner to shape and deliver effective procurement across a range of spend categories. You will influence high‑value procurement activity, drive best practice and deliver tangible outcomes for residents, suppliers and the community.

Key responsibilities

• Lead strategic procurement exercises across the Health & Social Care category, creating sourcing strategies aligned with departmental and corporate objectives.
• Develop and manage procurement pipelines, collaborating with senior leaders and service areas to ensure projects meet budget and timeline targets.
• Provide commercial insight by analysing spend data, market trends, risks and opportunities to support decision‑making.
• Build and maintain strong supplier relationships to generate value, improve performance and support a sustainable local supplier market.
• Identify savings, efficiencies and innovative solutions that deliver value for money and social value.
• Ensure robust project management and compliance with Public Contract Regulations, Contract Standing Orders and CPU governance.
• Support contract management, monitoring supplier performance and risk throughout the contract lifecycle.
• Champion social, economic and environmental benefits within procurement outcomes and maintain accurate reporting for KPI monitoring.

Required profile

• Proven experience in public‑sector procurement, preferably within health, social care or similar categories.
• Strong commercial acumen with the ability to analyse spend and market data.
• Excellent stakeholder management skills, capable of influencing senior leaders and cross‑functional teams.
• Demonstrated ability to develop and execute strategic sourcing plans.
• Commitment to delivering value for money, social value and regulatory compliance.
