Procurement Lead – Housing & Construction

About the role

This interim position offers the chance to lead end‑to‑end procurement activities for a local authority’s diverse housing and construction portfolio. Working in a hybrid model, you will collaborate with senior stakeholders to develop strategies, manage tender processes and drive value‑for‑money outcomes.

Key responsibilities

• Lead end‑to‑end procurement exercises across construction, housing and place‑based categories, including a small number of service contracts.
• Develop procurement strategies and sourcing plans that deliver value for money, manage risk and ensure compliance with legislation.
• Manage the full tender process, from market engagement and specification development to evaluation, award and mobilisation.
• Build strong relationships with commissioners, operational managers and senior stakeholders to understand business requirements and deliver commercial solutions.
• Lead supplier negotiations and support effective contract and supplier performance management.
• Ensure procurement activity complies with the Procurement Act, Contract Standing Orders and internal governance requirements.
• Analyse category spend, market intelligence and supplier performance to identify savings, efficiencies and service improvements.
• Promote innovation, sustainability and social value throughout the procurement lifecycle.

Required profile

• Proven experience delivering end‑to‑end procurement in construction, housing, capital works, repairs, maintenance or place‑based categories within the public sector.
• Strong knowledge of public sector procurement legislation and governance requirements.
• Ability to develop procurement strategies, manage complex tender exercises and drive continuous improvement.
• Excellent stakeholder management and communication skills.
