Procurement Manager – Housing Services

About the role

We are seeking a Procurement Manager to lead the delivery of compliant, customer‑focused procurement activities for B3Living’s affordable housing portfolio. Based in Broxbourne, you will work closely with residents, colleagues and external partners to develop solutions that deliver best value, social value and sustainability.

Key responsibilities

• Lead end‑to‑end procurement processes, including high‑value and complex purchases.
• Develop and implement procurement strategies and appropriate routes to market.
• Manage contracts, monitor KPIs, and oversee supplier performance.
• Provide commercial advice throughout the procurement lifecycle, ensuring alignment with customer needs, social value and sustainability objectives.
• Build and maintain strong relationships with internal teams, residents, and external suppliers.

Required profile

• Proven experience delivering full procurement cycles, especially high‑value contracts.
• Experience in developing procurement strategies and selecting market routes.
• Background in contract management, KPI monitoring and supplier relationship management.
• Strong understanding of public procurement legislation, including the Procurement Act 2023.
• Commercial awareness with the ability to balance cost, quality, performance and risk.
