Procurement Officer (2-year contract)

About the role

Portfolio Procurement is recruiting for a Procurement Officer on a two‑year fixed‑term contract for a leading public‑sector client in London. The role will support the implementation of the procurement strategy, ensuring alignment with organisational objectives and full compliance with relevant legislation. You will work closely with internal stakeholders and external suppliers to deliver value for money across works, services and supplies.

Key responsibilities

• Determine the most appropriate procurement route for each requirement, considering tendering, direct negotiation, frameworks and other options.
• Manage the end‑to‑end procurement process for multiple categories, from initial brief through to contract award.
• Ensure all required procurement notices are completed accurately and on time.
• Prepare and review tender documents for competitive processes and framework agreements.
• Apply best‑practice procurement approaches and tools based on the type, value and business need of each service.

Required profile

• Minimum of 5 years’ experience in an environment governed by the UK Public Contracts Regulations 2015.
• Extensive experience managing end‑to‑end procurement processes for works, services and supplies.
• Proven ability to evaluate tender responses and run procurements under UK public procurement regulations and framework agreements.
• Experience formalising contractual relationships and procuring works and construction projects.
• Strong knowledge of public‑sector procurement best practices and compliance requirements.
