Procurement Specialist – Capital Projects & Works

About the role

This temporary position supports a reputable public services organisation in Liverpool with the procurement of capital projects and works. You will act as the category expert for construction‑related spend, leading tender exercises and ensuring value for money.

Key responsibilities

• Lead tender processes for new construction, refurbishment, infrastructure and related services.
• Ensure compliance with the Procurement Act 2023 (PA23) and relevant legislation.
• Manage relationships with internal senior stakeholders and external suppliers.
• Provide commercial and procurement advice throughout the project lifecycle.
• Support contract management activities and conduct supplier performance reviews.

Required profile

• Previous experience in UK public sector procurement.
• Proven track record in works, construction, capital projects, infrastructure or estates categories.
• Strong knowledge of PA23 and its practical application.
• Experience managing complex procurement projects from strategy to contract award.
• Excellent stakeholder management and communication skills.
