Programme Manager – Capital Delivery (London)

About the role

We are seeking an experienced Programme Manager to lead the delivery of a capital works programme across a local authority's social housing stock in London. This senior position combines strategic leadership with technical authority, focusing on building safety, compliance and resident engagement.

Key responsibilities

• Lead end‑to‑end delivery of the housing capital programme, ensuring time, cost, quality and governance controls.
• Own programme resourcing and delivery assurance, managing key delivery leads including major works and M&E streams.
• Develop and manage senior delivery managers, driving performance across consultants and contractors.
• Oversee budgets, valuations, financial appraisals and value‑for‑money assessments.
• Ensure compliance with legislation and regulations such as CDM and building‑safety requirements.
• Manage stakeholder engagement with residents and leaseholders and support robust complaints handling.
• Drive continuous service improvement across policies, procedures, reporting and ways of working.

Required profile

• Proven experience leading capital or major‑works programmes in a local authority or social‑housing context.
• Strong background in contractor, consultant and supply‑chain management.
• Confidence with governance, reporting, budget control and dispute management.
• Deep knowledge of building‑safety and compliance requirements in residential buildings (HRB experience highly desirable).
• Ability to lead teams, set direction and deliver outcomes at pace in complex environments.
