Project Officer – Environmental Enforcement

About the role

Positive Employment is recruiting a Project Officer for a local government client in Southampton. The role leads the environmental enforcement function and manages a £250,000 per‑year external enforcement contract, while delivering Clean & Green Service projects.

Key responsibilities

• Oversee operational delivery of the environmental enforcement service, ensuring legal compliance.
• Manage and support the enforcement team, monitoring performance and adherence to policies.
• Lead enforcement actions on fly‑tipping, waste presentation, duty‑of‑care offences and littering.
• Commission, mobilise and manage a 12‑month external enforcement contract, meeting service standards, KPIs and budget.
• Act as the lead client officer for the contract, maintaining contractor relationships and addressing performance issues.
• Monitor and control budgets for enforcement activities and related projects, ensuring value for money.
• Plan, deliver and report on environmental and service‑improvement projects, aligning with organisational priorities.
• Use performance data and intelligence to guide decision‑making and continuous improvement.

Required profile

• Experience in environmental enforcement or related public‑sector programmes.
• Proven project and contract management experience, including budgeting and KPI monitoring.
• Ability to work collaboratively with internal teams, external contractors and partner organisations.
• Strong analytical skills to interpret performance data and drive service improvements.
