Property & Facilities Manager – Town Council (Temporary)

About the role

The Town Council is seeking an experienced Property & Facilities Manager to oversee the maintenance, improvement and compliance of its diverse property portfolio, which includes several historic and listed buildings. This temporary full‑time position offers the chance to lead maintenance and grounds teams while delivering projects that keep public spaces safe and well‑kept for the community.

Key responsibilities

• Manage maintenance, repair and upkeep of all council‑owned properties and surrounding grounds.
• Develop and deliver planned maintenance programmes and respond promptly to urgent issues.
• Lead, coach and develop the maintenance and caretaking team, and supervise the Head Gardener.
• Plan, coordinate and deliver property improvement projects from inception to completion.
• Monitor contractor performance, maintain specifications and an approved contractor database.
• Ensure full compliance with health & safety legislation, including fire risk assessments.
• Administer licences, leases and support senior officers with budgeting and asset planning.
• Present property updates at occasional evening committee meetings.

Required profile

• Proven experience in property, facilities, estates or maintenance management.
• Strong knowledge of building maintenance, statutory compliance and historic/listed building requirements.
• Demonstrated ability to manage projects, contractors and budgets.
• Effective leadership and people‑management capabilities.
• Excellent organisational, planning and problem‑solving skills.
• Full, clean UK driving licence.
