Public Health Programme Lead (Hybrid)

About the role

We are seeking an experienced Public Health Programme Lead to join Surrey County Council’s Public Health team in Reigate. The role will be based on a hybrid model and will transfer to the new East Surrey Authority in April 2027 as part of local government reorganisation. You will lead strategic programmes that address health protection and improvement, working with a wide range of partners to reduce health inequalities.

Key responsibilities

• Lead and deliver complex public health programmes across health protection and improvement, influencing system‑wide change.
• Provide real‑time response to suicide incidents in the east of the county and develop collaborative suicide prevention approaches.
• Use evidence, intelligence and population health data to identify needs, set priorities, and evaluate programme impact.
• Manage programme budgets, commissioned services and performance frameworks.
• Develop and maintain partnerships with NHS, Integrated Care Boards, UK Health Security Agency, voluntary and community organisations.
• Contribute to health protection preparedness and respond to emerging public health risks.

Required profile

• Master’s degree in public health or a related discipline, or professional registration in a relevant field.
• Proven experience leading and delivering multi‑sector public health, prevention or population health programmes.
• Strong programme and project management capabilities, including planning, monitoring and evaluation.
• Demonstrated ability to use data and evidence to inform decision‑making and drive service improvement.
• Excellent partnership building, communication and influencing skills.
