Responsible Authority Service Manager (Temporary)

About the role

This temporary, full‑time position with the Greater London Authority will lead the design and delivery of a new Responsible Authority (RA) service across several London boroughs. You will shape how licensing supports the city’s economic growth, cultural vibrancy and night‑time economy.

Key responsibilities

• Lead the design, test and rollout of the RA service across multiple boroughs.
• Oversee service delivery, case allocation, prioritisation and performance monitoring.
• Provide strategic oversight and sign‑off on licensing representations.
• Build and maintain strong relationships with senior stakeholders, partners and borough officials.
• Ensure robust governance, risk management and legal alignment with the Licensing Act 2003.
• Monitor, evaluate and continuously improve service performance.
• Manage and develop a multi‑disciplinary team.
• Represent the GLA in forums, meetings and licensing hearings.
• Drive a consistent strategic GLA position across boroughs and refine the operating model based on insights.

Required profile

• Proven experience in licensing, regulatory, enforcement or public protection environments, preferably within local government.
• Strong knowledge of the Licensing Act 2003 and related licensing processes.
• Experience handling licence applications or regulatory casework.
• Confidence in drafting reports, recommendations and formal correspondence.
• Demonstrated team leadership or line‑management experience.
• Ability to influence, negotiate and build relationships at senior level.
• Relevant professional qualification in licensing (e.g., Institute of Licensing or CIEH) is desirable.
