Risk Manager – Change Risk Function

About the role

The Money and Pensions Service (MaPS) is seeking a Risk Manager to lead change risk activities within its second‑line Change Risk Function. You will work between the Change Risk Lead and Risk Officer, ensuring that risks arising from organisational change are managed in line with the enterprise risk framework.

Key responsibilities

• Collaborate with programme, project and portfolio leaders to manage risks across change initiatives, aligning them with strategic and organisational risk appetites.
• Facilitate, review and maintain risk registers for portfolios, programmes and projects, ensuring proper assessment, escalation and mitigation.
• Provide independent second‑line challenge and assurance on risk assessments, confirming effective controls and governance.
• Support investment, business case and mobilisation activities through rigorous risk analysis and challenge.
• Act as a senior Subject Matter Expert on change risk, promoting a proactive risk culture and embedding the Three Lines of Defence model.
• Build strong relationships with Programme Managers, Project Managers, PMO colleagues and risk champions to ensure consistent risk‑management practices.

Required profile

• Senior‑level experience in change risk management or a comparable risk‑management function.
• Proven ability to provide independent second‑line challenge and assurance.
• Excellent stakeholder‑engagement skills with senior and project‑level teams.
• Strong understanding of the Three Lines of Defence framework.
