SEND Reform Programme Lead – Experts at Hand

About the role
We are looking for an experienced SEND Reform Programme Lead to drive the mobilisation and implementation of the Experts at Hand model within a local authority. This fixed‑term, predominantly remote role will shape a graduated response, enhance inclusion in mainstream settings and improve outcomes for children and young people with SEND.
Key responsibilities
- Lead the mobilisation and delivery of the Experts at Hand model, ensuring readiness for implementation.
- Collaborate with education, SEND, health and Integrated Care Board partners to develop integrated ways of working.
- Establish and embed a multi‑disciplinary team including educational psychologists, speech and language therapists, occupational therapists and specialist teachers.
- Develop governance, performance monitoring and reporting frameworks to support service delivery.
- Promote inclusive practice by strengthening the graduated response and building capacity within mainstream schools.
- Monitor service performance, evaluate impact and use data for continuous improvement.
- Support commissioning, resource planning and optimal use of funding.
- Represent the local authority at SEND forums, education events and partnership meetings.
- Build strong relationships with schools, settings and partner agencies to ensure successful implementation.
Required profile
- Significant experience within SEND, education, health or local authority services.
- Proven track record of leading SEND transformation, service improvement or change programmes.
- Strong knowledge of the SEND Code of Practice and inclusive education principles.
- Experience working across multi‑agency partnerships and integrated services.
- Excellent leadership, communication and stakeholder management abilities.
- Ability to translate strategic priorities into operational delivery.
- Strong analytical capability with experience using data to monitor performance and improve outcomes.
