Senior Commercial Manager – Public Sector Procurement

About the role

We are seeking a Senior Commercial Manager to lead complex procurement and supply‑chain initiatives for a large public‑sector organisation based in Warrington. The role will shape strategic purchasing, ensure compliance with public procurement rules and deliver value for money on high‑value projects.

Key responsibilities

• Develop and implement strategic procurement plans for high‑value public projects.
• Lead supplier negotiations to secure optimal commercial terms and manage high‑value contracts.
• Ensure adherence to public sector procurement regulations and internal policies.
• Provide expert advice on procurement and supply‑chain strategy to senior stakeholders.
• Monitor supplier performance, manage risks and drive continuous improvement.
• Collaborate with cross‑functional teams to align procurement activities with organisational objectives.
• Prepare detailed commercial reports and present findings to senior management.

Required profile

• Proven experience in public‑sector procurement and supply‑chain management.
• Strong knowledge of public procurement regulations and frameworks.
• Demonstrated negotiation and supplier‑management capabilities.
• Experience handling high‑value contracts and complex projects.
• Ability to influence stakeholders and provide strategic guidance.
• Relevant qualifications in procurement, supply chain or a related discipline.
