Senior Cost Manager – Utilities (Associate Level)

About the role

RLB is seeking a senior‑level Cost Manager to join its Utilities Consultancy team in London. The role combines strategic commercial leadership with hands‑on delivery across power, water, telecoms and emerging energy infrastructure projects. You will shape market positioning, support major bids and embed best‑practice cost management throughout the business.

Key responsibilities

• Lead delivery of utility projects, covering pre‑ and post‑contract quantity surveying, procurement and contract administration.
• Develop and execute commercial strategies, governance frameworks and risk‑based financial reporting.
• Engage with clients, contractors and internal teams to ensure projects are delivered on budget and to schedule.
• Drive market intelligence, benchmarking and process improvement initiatives.

Required profile

• Degree qualified in Quantity Surveying, Commercial Management or a related discipline; Chartered status (MRICS, MCInstCES, MCIOB) preferred.
• Significant experience delivering commercial services on major utility infrastructure programmes, both regulated and deregulated.
• Proven leadership of multidisciplinary teams and strong client‑relationship management.

Required skills

• Cost modelling and strategic cost planning.
• Procurement advisory and contract management (FIDIC, JCT).
• High‑voltage transmission and distribution project delivery (132kV, 275kV, 400kV).
• EHV project execution and grid‑connection expertise.
