Senior Environmental Health Officer – Housing Enforcement

About the role
We are seeking an experienced Senior Environmental Health Officer to join the housing team on a three‑month temporary contract, based in Harlow. The role focuses on improving private‑sector housing standards and supporting upcoming legislative changes such as the Renters’ Rights Act 2025.
Key responsibilities
- Conduct Housing Health and Safety Rating System (HHSRS) inspections.
- Issue Improvement Notices and carry out housing enforcement actions.
- Manage Houses in Multiple Occupation (HMO) licensing.
- Issue civil penalties and support legal prosecutions where required.
- Mentor and support housing trainees within the team.
- Assist with the implementation of new housing legislation, including the Renters’ Rights Act 2025.
- Contribute to the council’s commitment to high housing standards and regulatory compliance.
Required profile
- Previous environmental health experience within a local authority, focusing on private‑sector housing.
- Practical experience of HHSRS inspections, HMO licensing, housing enforcement and statutory notices.
- Strong understanding of relevant housing legislation and enforcement procedures.
- Excellent communication, report writing and case‑management abilities.
- Ability to work independently while supporting colleagues and trainees.
- Desirable: Degree or Diploma in Environmental Health (or equivalent).
- Desirable: Registration with the Environmental Health Registration Board (EHRB).
