Senior Housing Standards Officer (Temporary)

About the role

We are seeking a Senior Housing Standards Officer to join a local authority in Surrey on a temporary basis. The role involves leading housing enforcement activities, supporting the council’s licensing schemes and contributing to the delivery of empty homes and energy efficiency targets.

Key responsibilities

• Supervise and delegate casework to Housing Standards Officers.
• Investigate complaints about poor housing conditions, conduct property inspections and HHSRS assessments.
• Identify statutory nuisances and overcrowding, and take appropriate enforcement action.
• Issue statutory notices, manage prosecution proceedings and prepare documentation for Court and Residential Property Tribunal.
• Lead complex cases and ensure accurate reporting.
• Administer the council’s HMO Licensing Scheme and Caravan Site Licensing.
• Support the council’s empty homes and domestic energy‑efficiency objectives.

Required profile

• Proven experience in housing enforcement or environmental health, preferably within a local authority.
• Strong knowledge of the Housing Health and Safety Rating System (HHSRS).
• Experience with HMO licensing and enforcement processes.
• Confidence to conduct interviews under caution and give evidence in Court or Tribunal.
• Excellent report writing and case‑management abilities.
• Ability to supervise and mentor junior team members.
