Service Design and Operating Model Lead

About the role

This contract role will lead the design and implementation of a target operating model for a major central government transformation. You will work closely with business owners, change teams and suppliers to ensure the model is practical, detailed and ready for delivery.

Key responsibilities

• Produce a detailed target operating model covering people, processes, technology, governance and data.
• Define future‑state services, roles and structures that operational leaders can adopt.
• Build an implementation roadmap and business‑readiness plan aligned to operational capacity.
• Stay involved through implementation, embedding the model into supplier and internal arrangements.
• Facilitate design workshops, incorporate dissenting operational views and test the model against real scenarios.
• Define operational readiness criteria for each service and support the Business Case Lead and Transition Lead.

Required profile

• Proven experience taking target operating models and service transformation from design through to implementation.
• Strong organisational‑design expertise across people, process, technology, governance and data.
• Experience in complex public‑sector or regulated environments, including client‑supplier operating models.
• Ability to run workshops with senior and operational audiences and handle dissent.
• Live SC clearance is mandatory; no sponsorship for new clearance.
