Strategic Finance Manager

About the role

The Strategic Finance Manager will provide strategic financial leadership and advice to senior leaders of a local government organisation in Cornwall. Working closely with directorate teams and external partners, the role supports decision‑making, financial sustainability and the delivery of the council’s priorities.

Key responsibilities

• Deliver strategic financial guidance to Directors, Members and senior stakeholders to support robust decision‑making.
• Lead finance business partnering across designated directorates, ensuring high‑quality planning, forecasting and performance management.
• Support the development and delivery of the Medium‑Term Financial Strategy and help services achieve balanced budgets.
• Provide financial input to transformation programmes, service redesign, capital investment and strategic initiatives, ensuring value for money.
• Oversee capital programmes, external funding, grants and investment activity with strong controls and compliance.
• Represent the Finance Service on committees, boards and partnership forums, building effective internal and external relationships.
• Lead, develop and inspire finance teams, fostering a high‑performance, collaborative culture.

Required profile

• Qualified member of a CCAB‑recognised accounting body.
• Proven experience in strategic finance within the public sector or similar complex organisations.
• Ability to work collaboratively with senior leaders and external partners.
