Strategic Workforce Partner

About the role

This is a senior position within a large public‑sector organisation in Cornwall, reporting into the People & Organisational Development function. You will act as a trusted HR and OD advisor to senior leadership, shaping workforce strategy and supporting the delivery of key public services.

Key responsibilities

• Workforce planning – forecast needs, address skills gaps and align staffing with service priorities.
• Organisational development – design structures, roles and processes to improve efficiency.
• Talent management – develop succession plans, leadership pipelines and staff development programmes.
• Employee engagement & well‑being – implement initiatives to enhance staff experience, mental health support and inclusion.
• Change management – lead transformation projects and support managers through change.
• Policy & compliance – advise on employment law, manage complex employee‑relations cases and ensure best practice.
• Data analysis – use workforce metrics such as turnover and absence rates to inform decisions.
• Leadership coaching – mentor and influence culture and behaviours across the organisation.

Required profile

• Proven track record working with senior leadership to set long‑ and short‑term objectives and create strategic HR plans.
• Strong experience in HR and organisational development within complex, public‑sector environments.
• Ability to influence decision‑making at the highest levels and build effective relationships across functions.
• Excellent communication and stakeholder‑management skills.
