Technical Business Analyst – Data Governance & Marketplace

About the role

A leading public sector organisation is seeking an experienced Senior Business Analyst to support a high‑profile Data Marketplace programme. The role sits at the intersection of business analysis, data governance and stakeholder management, shaping frameworks and standards for trusted data exchange.

Key responsibilities

• Define and document data governance frameworks and operating models.
• Develop data taxonomies, metadata standards and schema guidance.
• Create data‑sharing agreements, governance rulebooks and supporting documentation.
• Run workshops and requirements‑gathering sessions with technical and non‑technical stakeholders.
• Collaborate with data engineering teams to ensure governance requirements are reflected within the technical solution.
• Produce business analysis artefacts including process maps, target operating models, requirements documents and RACI matrices.
• Support programme governance, steering groups, risk management and reporting.

Required profile

• Proven senior business analyst experience within complex data‑led programmes.
• Strong data governance experience covering data ownership, stewardship, access controls and data quality.
• Experience developing data models, taxonomies and metadata standards.
• Excellent stakeholder management and workshop facilitation skills.
• Understanding of UK GDPR, data protection and information security principles.
