Technical Project Manager (Applications)

About the role

This is a 12‑month contractor position supporting a major public‑sector organisation in Scotland. The role focuses on managing a large estate of third‑party applications, driving modernisation, upgrades and decommissioning while ensuring service continuity and risk mitigation.

Key responsibilities

• Lead coordination of a portfolio of ~300 third‑party applications, including legacy systems, upgrades and decommissioning activities.
• Work with external suppliers to plan, prioritise and deliver application changes, ensuring clear understanding of service risks.
• Collaborate with operational teams, risk owners and governance groups to support safe delivery of technology change.
• Mature supplier relationship management, moving towards structured quarterly engagement.
• Provide transparent updates to project and programme stakeholders, highlighting risks, issues and dependencies.

Required profile

• Strong project management experience, preferably in application estates or technology delivery.
• Demonstrated ability to work with third‑party suppliers and internal stakeholders to deliver change.
• Experience in structured governance environments, including risk management and change reporting.
• Excellent communication skills with the ability to translate technical information into actionable decisions.
