Transport Development Control Team Manager

About the role

We are seeking a dynamic leader to manage the Transport Development Control team for South Gloucestershire Council. This fixed‑term position (initially 6 months) offers the chance to influence transport planning and highway policy within a growing community.

Key responsibilities

• Provide day‑to‑day leadership of the Transport Development Control team, ensuring high service standards.
• Oversee assessment of major and strategic planning applications, including complex residential, employment and infrastructure projects.
• Lead negotiations with developers, planning authorities, consultants and legal teams to secure transport mitigation and sustainable travel measures.
• Represent the Local Highway Authority at senior meetings, planning committees, appeals, hearings and public inquiries.
• Support service planning, resource management and performance monitoring during periods of growth.

Required profile

• Proven experience in Transport Development Control, Development Management or Transport Planning within a local authority.
• Strong knowledge of the UK planning system, transport planning policy, highway design standards and sustainable transport principles.
• Demonstrated ability to manage professional teams, workloads, budgets and service performance.
• Excellent communication and stakeholder‑management skills, with experience presenting evidence at committees and inquiries.
• Degree in Transport Planning, Civil Engineering or related discipline and professional membership (e.g., CIHT, TPS, ICE).
