Assistant Finance Manager - Treasury

About the role

Our client, a local government authority, is seeking a qualified finance professional to join as a permanent Assistant Finance Manager – Treasury. Reporting to the Senior Finance Manager, you will play a key role in overseeing cash‑flow, investments, borrowing and liquidity while ensuring compliance with treasury policies and regulations.

Key responsibilities

• Lead and manage day‑to‑day treasury operations, including cash‑flow monitoring, investment and borrowing activities.
• Provide technical treasury expertise and advice to internal stakeholders.
• Develop, maintain and report on Treasury Management Strategy, capital financing strategy and prudential indicators.
• Oversee treasury accounting, year‑end disclosures and liaise with auditors.
• Lead VAT and financial compliance activities, delivering accurate returns and monitoring legislative changes.
• Line‑manage treasury staff, support corporate projects and drive continuous improvement.
• Provide financial analysis and support to other service areas to ensure value for money.

Required profile

• Proven experience delivering treasury management within a defined strategy and governance framework.
• Demonstrated ability in complex cash‑flow forecasting, borrowing and investment management.
• In‑depth knowledge of treasury accounting and related year‑end disclosure requirements.
• Excellent communication skills and ability to build effective stakeholder relationships.
• Professional finance qualification (CCAB or equivalent) is essential.
