Business Partner – Interim (Local Authority)

About the role

This interim Business Partner position supports a Local Authority's Corporate Collection & Support service in Bury. You will lead day‑to‑day operations across collection, recovery and enforcement, ensuring statutory compliance while delivering a customer‑focused service.

Key responsibilities

• Provide operational leadership for collection, recovery and enforcement activities.
• Oversee collection and recovery processes and support court and enforcement actions.
• Manage, develop and motivate a team of staff.
• Collaborate with internal departments and external partners to improve financial performance.
• Develop management information, reporting and performance dashboards.
• Improve processes, systems and support financial inclusion initiatives.
• Shape and enhance the Council's Supportive Collection Pathway.

Required profile

• Significant management experience in Revenues, Council Tax, Business Rates, Accounts Receivable or Adult Social Care Debt.
• Proven track record of managing collection, recovery and enforcement within a local authority or similar environment.
• Strong leadership and people‑management capabilities.
• Experience producing and interpreting management information to drive service improvements.
• Sound understanding of relevant legislation, recovery processes and customer‑focused service delivery.
• Excellent communication and stakeholder‑management skills.
