Change Programme Organisational Development Lead

About the role

This 2‑year fixed‑term position leads the change programme for a forward‑thinking council, focusing on resident‑centred, preventative and place‑based services. You will shape an organisational development strategy that builds a collaborative culture and prepares the workforce for a digital future.

Key responsibilities

• Support design and implementation of an OD strategy aligned with the change programme, using diagnostic insights to define interventions and impact measures.
• Act as a strategic OD resource, aligning leadership development with the council’s shifts from reaction to prevention, complexity to simplicity, and surviving to thriving.
• Drive cultural transformation from siloed service delivery to integrated, community‑led models.
• Develop a core curriculum to raise digital fluency and adaptive leadership capabilities across staff.
• Embed employee voice and engagement in change initiatives, creating data‑informed leadership programmes.
• Establish systems for skills tracking, benefits realisation and continuous improvement of OD programmes.

Required profile

• Degree or equivalent experience in Organisational Development, HR, Psychology or a related field.
• Proven experience leading OD strategies in complex, multi‑stakeholder environments.
• Demonstrated ability to design and deliver leadership development and employee engagement programmes.
• Familiarity with place‑based working and cultural change initiatives.
• Excellent facilitation and communication skills for diverse stakeholder groups.
