Chief Executive Officer (CEO) – North Level District Internal Drainage Board

About the role

The North Level District Internal Drainage Board (NLIDB) is seeking a visionary Chief Executive Officer to lead one of England's most strategically important flood‑risk management organisations. This senior role will guide the Board through a period of heightened climate resilience, infrastructure investment and environmental stewardship.

Key responsibilities

• Provide overall leadership, strategic direction and operational management of the Board.
• Ensure compliance with all statutory duties under the Land Drainage Act 1991.
• Advise the Board on policy, governance, legislation and financial matters.
• Develop and review Board strategy, monitor performance and recommend improvements.
• Manage day‑to‑day operations, lead the executive team and oversee staff performance.
• Prepare annual budgets, set levies, oversee income collection and manage accounts, audits, VAT and PAYE compliance.
• Handle legal agreements, liaise with solicitors and represent the Board in legal matters.
• Maintain the property register, ensure asset security and oversee health & safety policies.

Required profile

• Proven senior leadership experience, preferably within statutory or environmental organisations.
• Strong judgement, credibility and the ability to unite stakeholders around a clear purpose.
• Excellent understanding of flood risk management, climate resilience and infrastructure investment.
• Demonstrated ability to work with engineers, finance teams and governing bodies.
