Chief Technology Officer

About the role
The Chief Technology Officer will lead a step‑change in how the Insolvency Service designs, delivers and operates digital services. Reporting to the Chief Executive and sitting on the Executive Leadership Team, this role is central to the public‑service transformation agenda, modernising legacy systems and building resilient, user‑centred platforms.
Key responsibilities
- Define and deliver a multi‑year digital and technology strategy that modernises critical services and reduces reliance on legacy systems.
- Drive adoption of product‑based delivery models and modern engineering practices across the organisation.
- Identify and scale the use of data, automation and AI to improve efficiency, fraud detection and service quality.
- Ensure high availability, resilience and performance of national services supporting around 80,000 users annually.
- Improve end‑to‑end service journeys using user‑centred design and measurable performance outcomes.
- Stabilise and progressively modernise a complex live estate while building a high‑performing DDaT function.
- Lead and develop a multidisciplinary workforce across architecture, engineering, cyber and data.
- Strengthen cyber resilience, embed secure‑by‑design principles and manage information risk, regulatory compliance and data governance.
- Oversee significant digital and technology investment, prioritising clear commercial value and supplier ecosystem optimisation.
- Act as a trusted advisor to the Chief Executive, Board and Ministers, and build strong partnerships across government.
Required profile
- Proven experience leading large‑scale digital and technology transformation in a complex organisation.
- Experience shaping organisational strategy and advising senior leadership on digital, technology, cyber and data matters.
- Strong understanding of cyber resilience, information risk management and regulatory compliance.
- Ability to influence senior stakeholders, including government ministers and board members.
- Track record of building and leading high‑performing multidisciplinary technology teams.
