Commercial Manager – Major Infrastructure Programme

About the role

We are seeking an experienced Commercial Manager to lead procurement and commercial activities on a major long‑term infrastructure and engineering programme based in Warrington.

Key responsibilities

• Lead procurement and commercial activities throughout the contract lifecycle, from strategy development to award and supplier mobilisation.
• Develop sourcing, packaging and commercial strategies for complex construction and engineering works.
• Manage high‑value procurement exercises and contract negotiations.
• Oversee the creation of tender documentation, pricing models, evaluation frameworks and contract documents.
• Support business case development, approval processes and commercial governance activities.
• Collaborate closely with project, technical, finance and legal stakeholders to ensure successful commercial delivery.
• Manage relationships with external suppliers, consultants and contractors.

Required profile

• Proven experience as a Commercial Manager or Senior Quantity Surveyor in construction, engineering or infrastructure.
• Strong knowledge of NEC contracts, including drafting, negotiation and administration.
• Demonstrated ability to manage high‑value procurement and commercial activities.
• Excellent stakeholder management and negotiation skills.
• Ability to work within structured governance and approval frameworks.
