External Communications Manager – Digital Projects

About the role

The External Communications Manager will lead the communication strategy for the Secure Digital Exchange Communications (SDEC) project and other digital initiatives within HMRC. Working autonomously, you will translate complex operational and technical changes into clear, actionable messages for customers, businesses, agents and other external audiences.

Key responsibilities

• Design and deliver external communications across GOV.UK, stakeholder briefings, agent updates, guidance documents and targeted business engagement.
• Collaborate with project teams, senior leaders and ministers to align messaging with delivery plans, risks and milestones.
• Ensure communications are consistent, coordinated and grounded in the reality of project delivery.
• Adapt communication activities in response to changing priorities, feedback and emerging issues.
• Identify and manage communications risks, anticipating issues early and handling them proactively.

Required profile

• Proven experience in external communications, preferably within complex change or public‑sector environments.
• Ability to simplify technical and operational information into clear, practical messages for diverse external audiences.
• Experience supporting senior leaders and ministers with concise, impact‑focused communications.
• Strong stakeholder management skills and a focus on building trust in public services.
