Families First Programme Manager

About the role

Plymouth Council is seeking an experienced Programme Manager to lead the Families First Partnership reform programme. The role is hybrid, with three days in the office and two days remote, and offers a competitive daily rate.

Key responsibilities

• Lead end‑to‑end delivery of the Families First Partnership reform, ensuring milestones and outcomes are met.
• Develop, manage and monitor detailed project plans, risk registers and delivery frameworks using PRINCE2 or equivalent methodologies.
• Coordinate stakeholders across local authorities, health, education and third‑sector organisations to ensure collaborative delivery.
• Support the redesign of services to align with Families First principles, promoting integrated, preventative, outcome‑focused approaches.
• Manage programme governance, report progress to senior leadership and steering groups, and ensure compliance with organisational frameworks.
• Identify risks, issues and dependencies, implement mitigation strategies and drive timely resolution.

Required profile

• Proven experience managing large, complex projects or programmes in the public sector.
• PRINCE2 certification or equivalent project‑management methodology.
• Strong stakeholder‑engagement skills across multiple agencies.
• Ability to redesign services in line with reform principles.
• Excellent governance and reporting capabilities.
