Freelance Senior Estimator – Utilities & Infrastructure

About the role

We are looking for a Freelance Senior Estimator to join a leading engineering and infrastructure organisation’s pre‑construction team. You will develop accurate, commercially competitive cost estimates for utilities and infrastructure projects, working closely with multidisciplinary teams from concept to tender submission.

Key responsibilities

• Produce detailed cost estimates and tender submissions for projects of varying size and complexity.
• Review technical specifications, drawings and project documentation to develop budget and target costs.
• Identify risks, opportunities and value‑engineering solutions.
• Liaise with suppliers and subcontractors to obtain and evaluate quotations.
• Collaborate with operational, commercial, engineering and design teams throughout the pre‑construction process.
• Attend project meetings and support bid development activities, ensuring deadlines are met.

Required profile

• Proven experience as a Senior Estimator, Estimator or Proposals Engineer within utilities, infrastructure or engineering sectors.
• Strong commercial awareness and understanding of project risk management.
• Ability to interpret technical information and develop cost‑effective solutions.
• Experience working in multidisciplinary project teams and managing multiple bids simultaneously.
• Excellent communication and stakeholder management skills.

Required skills

• Proficiency with estimating software.
• Advanced knowledge of Microsoft Office applications.
