Head of Engineering Programme Delivery

About the role

The Head of Engineering – Programme Delivery is a senior member of the Engineering & Asset Strategy (E&AS) leadership team, responsible for delivering large‑scale rail and transport programmes across London. Reporting to the Head of Engineering Delivery, you will provide technical accountability for multi‑billion‑pound projects, ensuring they are delivered safely, on time and in line with TfL’s strategic objectives.

Key responsibilities

• Lead and manage multidisciplinary engineering teams of 50–250 FTE, including Principal Engineers, Engineering Leads and senior consultants.
• Translate TfL strategies into actionable, multi‑year delivery plans and engineering standards.
• Act as the engineering integration focal point for major design‑and‑build programmes, overseeing quality, safety and risk management.
• Define engineering resource demand, shape succession pipelines and manage significant resource budgets.
• Develop and implement engineering delivery and assurance strategies aligned with TfL governance.
• Ensure effective systems integration and change control across complex programmes and an international supply chain.

Required profile

• Proven senior leadership experience in large infrastructure or rail engineering programmes.
• Strong track record of inclusive leadership and fostering a safety‑first culture.
• Ability to translate strategic objectives into detailed delivery plans.
• Experience managing multi‑disciplinary teams and large resource budgets.
• Excellent risk management and stakeholder engagement skills.
