Head of Professional Delivery Group

About the role

The Ministry of Justice is seeking a Head of Professional Delivery Group to lead a national team of 300‑375 project delivery professionals. This senior position will shape the delivery capability across the department and its agencies, ensuring inclusive, high‑performing teams that meet the Ministry’s strategic objectives.

Key responsibilities

• Lead four/five clusters comprising roughly 300‑375 FTE project delivery staff.
• Drive project and programme delivery through effective first‑line controls and compliance with Functional Standards.
• Develop capability through courses, learning opportunities, professional accreditation and chartership.
• Oversee recruitment, onboarding, workforce planning and demand forecasting to ensure efficient resourcing.
• Manage consultancy and contingent labour contracts to minimise external spend.
• Implement the Transformation Plan to improve project performance and embed best practice.
• Engage with Senior Responsible Owners and other senior stakeholders to forecast demand and provide professional support.
• Deliver on PDF objectives, business transformation outcomes, OKRs and KPI targets.

Required profile

• Proven experience leading large, diverse project delivery teams (300+ staff).
• Strong stakeholder management skills, able to influence SROs and Programme Directors.
• Commitment to building inclusive, high‑performing teams that reflect society.
• Ability to negotiate and drive cultural change across a complex government organisation.
