Head of Rail Engineering Delivery

About the role

This senior, system‑wide position leads engineering for Transport for London’s rail and surface portfolio, including the DLR, London Overground, Elizabeth line, trams and related assets such as buses, cable cars and ferries. You will act as the technical authority across a regulated environment where many assets are delivered and operated by third‑party partners.

Key responsibilities

• Strategic oversight of engineering for live operations and major programmes.
• Act as technical authority for system‑level decisions.
• Lead integration of engineering across delivery, asset management and operations.
• Advise on high‑value commercial contracts (£1bn+).
• Oversee system performance and asset resilience.
• Support major procurement and tender activities.
• Drive continuous improvement and innovation.
• Lead matrix teams to deliver engineering outcomes.

Required profile

• Visible, credible, pragmatic engineering leader able to operate strategically and operationally.
• Strong background in rail infrastructure and rolling stock.
• Deep understanding of ROGS and regulatory compliance.
• Experience in complex, safety‑critical environments.
• Confidence managing high‑value commercial contracts and delivery models.
• Excellent stakeholder engagement, influencing and decision‑making skills.
• Proven ability to lead multi‑disciplinary teams and align priorities.
• Focus on innovation, efficiency and continuous improvement.
• Chartered Engineer status (or equivalent) preferred.
