Head of Service Design

About the role

The Head of Service Design will lead the User‑Centred Design team at HM Land Registry, setting strategic direction and driving transformation of national land‑ownership services. This senior leadership position combines strategic oversight with hands‑on service design to modernise legacy processes and improve customer outcomes.

Key responsibilities

• Define and champion the strategic vision for service design across the organisation.
• Lead, mentor and develop a team of service designers, fostering a strong design capability.
• Work on high‑profile transformation programmes to design and improve end‑to‑end services.
• Influence senior stakeholders, programme boards and executive leaders on service strategy and priorities.
• Facilitate workshops, service mapping, journey mapping, service blueprints and prototype development.
• Ensure services are user‑centred, accessible, inclusive, secure and aligned with organisational goals.
• Help cross‑functional teams understand the wider service context and make informed decisions.

Required profile

• Extensive experience as a senior service designer or design leader working on complex services or systems.
• Strong hands‑on knowledge of service design practices, tools and methods.
• Proven ability to influence senior stakeholders and drive strategic change.
• Excellent leadership, mentoring and communication skills.
