Housing and Communities Manager

About the role

As a key member of Horizon’s Leadership Team, you will provide strategic direction and oversight for housing, customer and tenancy sustainment services across Central Scotland. You will ensure effective service delivery while maintaining a strong focus on performance, regulatory compliance, customer experience and continuous improvement.

Key responsibilities

• Provide strategic leadership across housing and customer services to achieve high‑quality, value‑for‑money outcomes.
• Ensure robust governance, performance and financial management, guaranteeing compliance with regulatory and legal requirements.
• Champion continuous improvement by using customer insight and feedback to shape services.
• Contribute to the delivery of Horizon’s Business Plan, promoting collaboration, accountability and a consistent customer focus.
• Oversee Lead Officers to maintain effective service delivery and operational excellence.

Required profile

• Experienced housing professional with a relevant qualification (e.g., CIH) and a commitment to CPD.
• Proven track record of leading high‑performing teams and delivering quality housing services in a complex social‑housing environment.
• Significant strategic or senior operational experience with deep knowledge of income management, voids, estate management and tenancy sustainment.
• Experience of governance, regulatory compliance and assurance processes, including statutory reporting.
