Housing Transformation Programme Manager (Interim)

About the role

We are seeking an interim Housing Transformation Programme Manager to support a London Local Authority in preparing for the Regulator of Social Housing inspection. The role is hybrid, based in London, for an initial six‑month period.

Key responsibilities

• Provide direct experience of inspection in a local authority, housing association or ALMO setting.
• Demonstrate contribution to achieving a C1 or C2 rating on previous inspections.
• Review and critique the existing evidence base against the four Consumer Standards, identifying gaps and defining tasks for full compliance.
• Report progress to the Delivery Management Team and advise Heads of Service on report preparation to meet regulator standards.
• Assess evidence for the Competence and Conduct Standard and help shape the work‑plan to achieve full compliance.
• Support self‑assessment against all standards, offering an analytical, objective perspective.
• Rate the robustness of evidence, recommending additional audit or external review where needed.
• Translate prior inspection experience into an optimized evidence narrative and present it effectively to inspectors.

Required profile

• Proven experience of Regulator of Social Housing inspections within a local authority, housing association or ALMO.
• Track record of contributing to a C1 or C2 rating.
• Strong analytical ability to identify evidence gaps and propose remediation.
• Capability to advise senior leaders and produce regulator‑ready documentation.
• Objective, critical mindset to assess compliance levels.
