HR and Payroll ERP Lead

About the role

The HR and Payroll ERP Lead will own the design and delivery of a new integrated HR, Payroll and Finance solution for a public‑sector organisation in Liverpool. Working closely with senior people‑and‑culture leaders, service heads and external suppliers, you will guide the implementation to ensure it meets the target operating model and regulatory requirements.

Key responsibilities

• Lead the HR & Payroll workstream, managing planning, reporting, budget, resources and risk.
• Collaborate with senior stakeholders and external suppliers to deliver a fully integrated system.
• Guide design leads through solution design, ensuring best‑practice and understanding of taxonomy dependencies.
• Produce design authority and board papers, and maintain design governance.
• Engage and communicate with design leads, HR analysts and core users to embed change.
• Identify opportunities for automation, process streamlining and service efficiency.
• Support testing, data and change‑management activities across the programme.

Required profile

• Chartered membership of a relevant HR and/or payroll professional body, or equivalent qualification/experience.
• Deep functional knowledge of HR & Payroll with continuous professional development in system transformation.
• Proven experience designing and implementing HR and Payroll systems that improve service delivery.

Required skills

• Strong understanding of HR and Payroll processes and regulations.
• Experience with ERP or integrated HR/Payroll solutions.
• Ability to manage large‑scale workstreams, budgets and stakeholder relationships.
