Inclusion Development Officer – Early Years SEND

About the role

The Inclusion Development Officer will join the Early Years SEND team within Hertfordshire County Council, supporting children aged 0‑7 with special educational needs and disabilities. The role focuses on promoting inclusive practice in pre‑schools across East Hertfordshire, Broxbourne, Welwyn and Hatfield, providing advice, training and systemic support to private, voluntary and independent early years settings.

Key responsibilities

• Promote inclusive practice within early years settings and ensure alignment with the Hertfordshire SEND Strategy.
• Provide systemic advice, support and training to private, voluntary and independent pre‑schools.
• Deliver early years training sessions, including evenings or out‑of‑term periods when required.
• Design and facilitate professional development workshops for staff working with children with SEND.
• Manage own diary, travel across a wide geographical area and maintain accurate records.
• Collaborate with multi‑agency partners and contribute to the development of inclusive policies.

Required profile

• Relevant qualification in Early Years, Education or SEND (ideally Level 6) or equivalent experience.
• Recent hands‑on experience in an Early Years setting supporting children with SEND, in roles such as SENCo, teacher, manager or advisor.
• Strong commitment to achieving the best outcomes for children and families.
• Confident practitioner able to give sound advice and ask the right questions with empathy and professionalism.
• Team player comfortable working in multi‑agency environments and handling sensitive conversations.
• Ability to work flexibly, manage own diary and travel across a wide area.
• Full UK driving licence and access to a vehicle.
• Good written communication and ICT skills.

• Fixed‑term contract until August 2027 with progression from £38,220 to £41,771 per annum.
