Infrastructure Programme Director – HMNB Clyde

About the role

The Infrastructure Programme Director will lead the delivery of major nuclear‑related infrastructure programmes across HMNB Clyde, supporting Continuous At Sea Deterrence and submarine operations. Managing a portfolio with an annual spend of £350 million (rising to £750 million), the role ensures safe, compliant, and cost‑effective delivery of critical facilities.

Key responsibilities

• Provide strategic leadership for a complex portfolio of nuclear capital infrastructure programmes, aligning with Defence Nuclear Enterprise priorities.
• Direct multidisciplinary teams including engineering, commercial, project controls and delivery staff (approximately 9 direct reports, 35 civil service and 100+ industry personnel).
• Oversee programme governance, commercial management, stakeholder engagement and organisational development.
• Ensure compliance with nuclear regulatory, safety and MOD requirements while driving continuous improvement.
• Manage stakeholder relationships across MOD, industry, government and political bodies.

Required profile

• Proven experience leading large‑scale infrastructure programmes, preferably within a defence or nuclear environment.
• Demonstrated ability to manage multi‑hundred‑million pound budgets and deliver to schedule, cost and performance targets.
• Strong stakeholder management skills, including political and devolved considerations.
• Knowledge of nuclear safety, regulatory frameworks and highly regulated, safety‑critical environments.
