Interim Head of P2P and Income

About the role

This interim position leads a high‑volume transactional finance service for a County Council, covering supplier payments, Adult Social Care (ASC) payments, income collection, financial assessments and debt recovery. Reporting to senior council leaders, you will manage around 110 staff and a £4m budget.

Key responsibilities

• Lead and manage the P2P, income and financial assessment service.
• Oversee supplier payments, ASC payments, debt recovery and income collection processes.
• Improve financial assessment procedures to ensure timely, accurate decisions.
• Collaborate with ASC Heads of Service and Directors to enhance service delivery.
• Drive performance improvements across payments, income, assessments and recovery.
• Review end‑to‑end systems and processes, including Mosaic‑related workflows.
• Support policy, governance and member reporting on ASC debt and charging.
• Lead transformation, redesign and efficiency initiatives.
• Manage supplier relationships, banking arrangements and cash‑management improvements.

Required profile

• Strong leadership experience in local government finance, income, debt, payments or P2P.
• Proven ability to manage large operational finance teams.
• Good knowledge of Adult Social Care finance, charging, assessments or provider payments.
• Track record of delivering service redesign, process improvement and efficiency savings.
• Excellent stakeholder management with senior operational and finance leaders.
• Confidence working in a complex, high‑volume, politically sensitive local authority environment.
