Network Management Technician – Highways & Transport

About the role

Leicestershire County Council is seeking a knowledgeable and proactive Network Management Technician to join its Highways & Transport team. You will coordinate works across the highway network, minimise disruption and ensure works are carried out safely and in line with legislation.

Key responsibilities

• Assess short‑duration permit applications, including Immediate Emergency and Urgent works, deciding whether to grant the works or challenge applications through Modification Requests or Imposed Variations.
• Review and process Section 50, Section 171 and Road Space Booking applications.
• Use Street Manager and One.Network to coordinate works and support the effective management of the highway network.
• Liaise with utilities, contractors and other stakeholders to resolve queries and help minimise disruption to road users.
• Support the monitoring of works to ensure they are compliant with relevant NRSWA and Streetworks legislation.

Required profile

• Hands‑on Streetworks/NRSWA experience gained within a Utility, Contract Partner or Highway Authority environment.
• Good working knowledge of relevant Streetworks/NRSWA legislation.
• Experience using Street Manager and One.Network.
• Experience assessing Streetworks permits and working confidently with emergency and urgent works.
• Ability to make sound decisions, challenge applications where necessary and communicate effectively with a range of stakeholders.
• Strong organisation and attention to detail, with the ability to manage changing priorities.
• Experience using Confirm would be a bonus (training provided).
